Minutes of the meeting of Withiel Parish Council held at the Village Hall on Wednesday 3rd December 2014, starting at 7:15 pm.

347/14 Attendance: Cllr Kirkby (Chair) Cllr Shearer, Cllr Harper, Cllr Cubitt, Cllr Coy. Cllr Malone. Apologies: Cllr Nott-Bower, out of county on business and County Councillor Batters. Also present: PCSO Linda Thomas, Parish Clerk R Turner and six members of the public.

348/14 Members Declaration of Interest and any requests for dispensations. Cllrs Coy and Harper advised the meeting that they were using recording devices for their own benefit.

349/14 Invitation to address the meeting: Members of the public. None

350/14 To approve the minutes of the meeting of 12th November 2014. Proposed Cllr Shearer and seconded Cllr Malone. Vote unanimous.

351/14 To consider matters arising from minutes of 12th November which are not agenda items below. None.

352/14 Finance

a)To approve issue of cheque number 100502 in favour of Royal British Legion in respect of a Remembrance Day wreath. To be paid from S137 precept budget. Proposed Cllr Shearer and seconded Cllr Coy. Vote unanimous.

b)To discuss and approve 2015/16 Precept notification to Cornwall Council. After full discussion it was agreed that after prudent budgeting in this financial year and the same criteria applied next year a reduced precept should be notified to Cornwall Council. The sum of £4500 was proposed by Cllr Malone and seconded by Cllr Shearer. Vote 4 in favour with 2 abstentions. The clerk was instructed to progress the claim.

c)To approve appointment of auditor for 2014/15 annual audit of Withiel Parish Council and instruct Clerk to ask Mr P R H Roberts for an appointment letter. Agreed and proposed by Cllr Coy and seconded by Cllr Kirkby. The clerk to progress as soon as possible.

353/14 Emergency Parish Plan – To discuss draft document and finalise way forward to implementation. A draft plan was exhibited to the meeting by Cllr’s Coy and Cubitt. The chairman walked through the plan and in open discussion it was agreed that prior to taking any decision to implement that the correct advice must be taken to ensure that personnel taking action in an emergency are validated, adequately insured and fully co-ordinated. It was also agreed that further studies are needed to a) fully understand the financial resources required to implement the plan and b) ensure that all the relevant constituent points and associated information are comprehensively noted to allow the community to support itself in case of need.
Cllrs Coy & Cubitt will continue to progress as reported.

At this stage of the meeting the Chaiman suspended standing orders and invited PCSO Thomas to give her report. She reported a nil crime rate in Withiel Parish since the last meeting, but gave details of an incident at Roche Services. After which standing orders were reinstated.

354/14 Neighbourhood Plan – To consider and agree a timetable for producing a plan. Cllr Kirkby exhibited a neighbourhood plan process route map with attached notes. She advised that the likely cost of producing a plan would be £4.7k approx and that the next step is to understand where funding can be secured. Cllr Kirkby suggested that she should seek advice to obtain interim funding by way of grant finance in a sum up to £2.5k. It was proposed by Cllr Coy and seconded by Cllr Shearer that a grant application be progressed if possible. Vote – unanimous.

355/14 Planning

a)PA14/10327 Proposal – Change of Use of commercial workshop to a small shop and cafe and  improvements to packaged treatment plant. Location – Bosneives Mill, Bosneives Road, Withiel, Bodmin. Applicant – Mr Charles Pears.
Approval as consultee proposed by Cllr Kirkby and seconded by Cllr Shearer. Vote 5 in favour and 1 abstention.

b)PA14/11123 Proposal – Advertisement consent for a timber/wood sign mounted on front elevation of current workshop building in style of logo attached. Location – Bosneives Mill, Bosneives Road, Withiel, Bodmin. Applicant – Mr Charles Pears
Approval as consultee proposed by Cllr Kirkby and seconded by Cllr Shearer. Vote 5 in favour and 1 abstention.

356/14 Chacewater Parish Council Call for change letter dated 29th October 2014. To consider any
response or action required on behalf of Withiel Parish Council.

Cllr Malone proposed that Withiel Parish Council reply to this letter and advise that Withiel wishes to be associated with further meetings that take place and be informed of outcomes as the initiative moves forward. Seconded Cllr Kirkby. Vote 5 in favour 1 abstention.

357/14 Correspondence

– Letter received dated 17th November 2014 from REG Windpowergiving details of the construction at St Breock and community finance fund applying to the scheme. No further action at this time as the promise of further updates, contained in the letter are awaited.

– The Chairman had received a letter from Cornwall Council to advise that a community finance fund payment to benefit Withiel, was due from Kerriers Solar Farm in the not too distant future. Developments awaited.

– County Cllr Batters has supplied written costs for salt/grit bins, to accommodate material that provides anti frost/ice treatments to highways and thoroughfares. A follow up action is required to see if there is any restriction or potential liability in law, should the Parish Council provide these bins. The clerk is to refer to the Council’s insurers in the first instance.

– The Chairman advised that the opening of large potholes at the entrance at Great Brynn Farm had been drawn to her attention recently, as being the cause of significant damage to motor vehicles. Cllr Kirkby advised she is following this matter up with urgency.

– A reply from the county planning official dealing with application number PA14/06190 relating to Great Brynn Farm, was read and referred to Withiel Parish Council’s consultee comments. It advised that whilst the consultee comments were noted, the application has been passed to the committee for decisioning.

– 358/14 Invitation of members of the public to address the meeting.

A member of the public raised the very recent recurrence of motorcycle riding activity in Cork Woods. The Chairman advised that whilst the comments are noted, reminded that there is an official process in place by way of diary keeping and regular returns must be made to the County Environmental officials, who have open files on the matter.

359/14 Dates of next normal meetings 7th January 2015 & 4th February 2015 and 4th March 2015.

The chairman closed the meeting at 8.51 pm and thanked all those attending.
