Draft Minutes of the meeting of Withiel Parish Council  held in the Village Hall on Wednesday September 2nd, which opened at 7:15 pm with the Chairman Councillor Shearer thanking all present for attending.

122/15 Attendance: Present – Cllr Shearer (Chair), Cllr Harper, Cllr Cubitt, Cllr Nott-Bower, Cllr Malone, Cllr Kirkby. Also in attendance: one member of the public.

Apologies: Cllr Coy (holiday), County Cllr Batters, PCSO Crocker and clerk, R Turner (holiday).

123/15 Members Declaration of Interest and any requests for dispensations: None.

124/15 Invitation to address the meeting: None.

125/15 To approve the minutes of the meeting of 5th August 2015. Approved. Proposed by Cllr Cubitt, seconded Cllr Kirkby. Vote – unanimous.

126/15 To consider matters arising from minutes of 5th August 2015 which are not agenda items below. None.

127/15 Finance matters:
– Approved, accounts payable as follows:
Grant Thornton £120 Chq no.100521. Proposed Cllr Kirkby, seconded Cllr Malone. Vote unanimous.
Cartridgeshop £17.96 Chq no.100522. Proposed Cllr Nott-Bower, seconded Cllr Shearer. Vote unanimous.

– Finance officers report: Cllr Coy absent and no report submitted to meeting.

128/15 Planning: To consider and approve a comment for the planning applications received prior to the evening of the meeting. None received.

129/15 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting. None received.

130/15 The Transparency Code for smaller authorities.
Cllr Cubitt gave a report to confirm that WPC is implementing the requirements of the code and is being discussed with the Clerk on his return who has already been briefed by the Cornwall Association of Local Councils. The free web site that is to be used for the time being is withiel.com.

131/15 Winter Gritting
Cllrs Harper and Cubitt reported. Cllr Harper advised that he had sourced a contractor. Cllr Malone volunteered to contact the private gritting contractor suggested by Cllr Harper for a quotation, which he will present to a future meeting. Cllr Cubitt also reported on his contacts with other small authorities and produced a map showing that Cornwall Council has no intention of gritting any road in Withiel Parish.

132/15 Correspondence: Various correspondence that may be received prior to the evening of the meeting and not included as an agenda item above.

-Cllr Shearer advised that Scott Mann had replied to her letter of thanks for his attendance at the August meeting.

-Cornwall Countryside Access Forum – Cllr Shearer advised she had applied for membership on a personal basis.

– Cllr Shearer reported on a contact from the Wadebridge Renewable Energy Network (WREN) who wanted Withiel Parish Council to support the building of a wind farm at Scotland Corner above Rosenannon. WREN wants to take over an application from a commercial company which has been refused, but needs community support. The matter was discussed fully and Cllr Nott-Bower suggested WPC ask WREN for a business plan to test the viability of the project before any further action is taken.

133/15 Invitation of members of the public to address the meeting.
A member of the public asked if there was any progress on getting the containers moved from the layby at Mount Pleasant (see minute no 109/15). Cllr Shearer advised she would refer to County Cllr Batters as soon as possible to obtain an update.

134/15 Advise dates of next normal meetings as being 7th Oct, 4th Nov 2015 and 2nd Dec 2015. Dates confirmed.

The Chairman closed the meeting at 8.22 pm and once again thanked those who had attended.
