Draft minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 7th October 2015, which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.

135/15 Attendance: Present – Cllr Shearer (Chair), Cllr Harper, Cllr Cubitt, Cllr Nott-Bower, Cllr Malone, Cllr Kirkby, Cllr Coy and Cornwall Cllr Batters. Also in attendance: Parish clerk R Turner and eighteen members of the public.

Apologies: PCSO Andrea Crocker..

137/15 Invitation to address the meeting:

Cornwall Cllr Chris Batters:

Cllr Batters reported that the containers and now other vehicles parked on the old A30 at Withiel turn continue to be a potential danger and he will once again report the issue to Cornwall Council supported with up to date photographic evidence.

With regard to frequent damage repair work required to Ruthern Bridge following vehicular impact, Cllr Batters requested that Withiel Parish Council combine with St Breock and Lanivet Parish Councils to give more gravitas, to lobbying Cornwall Council effectively on behalf of a significant population area that is being adversely effected through severe inconvenience and expense when the bridge is closed for repair. Likewise Cornwall Council suffers significant expense and locally it is widely acknowledged a robust solution is required as soon as possible.

Finally he reported, the local police constabulary will see a 40% reduction in staffing due to budgeting constraints and the likelihood is, that the PCSO role will disappear leaving rural area’s unsupported.

PCSO Andrea Crocker:

Whilst not present advised by email of 3 crimes locally in the past month. One theft at Roche services and two cases of assault in the same incident at a Withiel car boot sale.

Prof S Frankel:

Prof Frankel advised the meeting of outline proposals and answered questions raised by members of the public and the councillors regarding Wadebridge Renewable Energy Network’s (WREN) intention to reapply for planning permission, previously refused by the planning authority, to develop a wind farm at Scotland Corner. The scheme will be community project to be owned by a dedicated community energy company.

The councillors requested an indication from the members of the public as to their acceptance or not of such a scheme based on Prof Frankel’s advice. Of the 18 members of the public in attendance, 6 indicated their favour, 6 raised hands against and 6 said they would like a more informed set of details.

Cllr Batters advised the meeting that irrespective of local wishes and sentiment, central government planning policy applying at the date of submission, will dictate the outcome of any planning application that may be made by WREN.

138/15 To approve the minutes of the meeting of 2nd September 2015. Approved. Proposed by Cllr Nott-Bower, seconded Cllr Cubitt. Vote – unanimous.

139/15 To consider matters arising from minutes of 2nd September 2015 which are not agenda items below.

The TransparencyCode for smaller authorities:

A briefing from CALC (Cornwall Association of Local Council’s) dated 19th September 2015 was presented to the meeting. Within this, is detail of a Government fund available to be drawn upon for the next 3 years to help and support any council, with an annual turnover less than £25,000, work towards compliance with the Transparency Code for Smaller Authorities. The fund is accessible via a bid for funding on a pro forma application and subject to Parish Council formal approval. Cllr Coy proposed that an application be submitted by wpc for this purpose, seconded Cllr Nott- Bower – vote unanimous.

140/15 Developing the Scotland Corner wind farm as a community project, to be owned by a dedicated community energy company with Town and Parish Council representation on the Board:

After considerable discussion Cllr Coy proposed the following motion: Withiel Parish Council does not support a community project to develop a wind farm at Scotland Corner and will not send a representative to any meeting to be held in the future regarding such development. Seconded Cllr Malone. Vote 4 in favour, 1 against and two abstentions.

141/15 Withel Parish Council congratulates Merv Davey on his election as Grand Bard of Cornwall with the bardic name of Trelynor an Weryn (Folk Harpist) bringing with it great credit on himself and the Parish of Withiel.

Cllr Coy led the council’s congratulations and appreciation of Mr Davey’s achievement and the pride and honour he has bestowed on Withiel. Cllr Coy also advised that a letter of congratulations was being sent to Mr Davey on behalf of the council.

142/15 Finance matters:

    Payments agreed and proposed by Cllr Coy and seconded Cllr Harper – vote unanimous.

143/15 Planning: To consider and approve a comment for the planning application listed below and any others received prior to the evening of the meeting.

PA15/07323 Proposal: Proposed extension and refurbishment . Location:Eden Vale And Jasmine CottageRoad From Kerriers Road To Tremorebridge Lanivet Bodmin Cornwall . Applicant: Mr D Harris

Application fully discussed and approved, where there were no issues or concerns. Proposed Cllr Shearer and seconded Cllr Malone – vote unanimous.

PA15/008382 Proposal: Outline application for an additional agricultural dwelling for a Principal Herdsman. Location: Land north of Tregawne Farm, Withiel, Cornwall. Applicant: Mr & Mrs M Cherry.

Application fully discussed and approved, where there were no issues or concerns. Proposed Cllr Shearer and seconded Cllr Malone – vote unanimous. 

144/15 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

None received.

145/15 Ruthern Bridge: Discuss options for an alternative river crossing.

Discussed and it was concluded the geography relating to the access to the bridge raised issues that precluded the further pursuance, at this time, of an obvious solution. Cllr Coy suggested that Cornwall Council Highways department should be prompted to make a solution available. Cllrs Malone and Nott-Bower were of the opinion that parts of the bridges structure may not contribute its historic monument status, which may allow modification’s to be made and therefore further research as to the accuracy of this assumption needed to be undertaken. The matter will be an agenda item at a future meeting with the benefit of the results of research and further enquiry as required.

146/15 Correspondence: Various correspondence that may be received prior to the evening of the meeting and not included as an agenda item above. 

  • Letter from Mrs H Butt was read to the meeting relating to open land at Inch’s Cottage , Withiel.

  • Mr P Cardew sent apologies that he would not be attendance and reported no Neighbourhood Watch issues.

  • Paperless planning. The clerk advised of the debates taking place among local council’s with regard to Cornwall Council ceasing the issue of paper documents from 1st April 2016. As a result we could expect to receive a grant of £700 from Cornwall Council in the next week or so to assist with any additional costs this may cause in the short term.

  • Cornwall Council Planning Conference for councillors, venue: Wadebridge show ground 28th October 2015.

  • Criminal Record checks for Paris Council members. Details have been received from Cornwall Council as a reminder of the public trust placed in Parish and Town councillors. To be a future meeting agenda item at which the framework and guidance provided will be reviewed.

  • Members of the public have asked that Cornwall Council be made aware of the need to repair potholes on Withiel Hill, repair a street light over the bus shelter and cut trees overhanging the carriage way near to Tremore Farm.

  • Clerk’s absence, 20th October 2015 for 2weeks. All agenda items for November 2015 Parish Council meeting to be advised by 18th October 2015, please.

147/15 Invitation of members of the public to address the meeting.
A member of the public advised that an amended planning application had been made to one that
had previously been refused and would come to the attention of Withiel Parish Council shortly.
A member of the public raised the issue of motorcycles being ridden in the river at Tregawne
and causing a disturbance over a recent weekend period. Cllr Coy advised that if witnessed in future
that tangible evidence should be collected, if possible and exhibited to the authorities.
148/15 Advise dates of next normal meetings as being 4th Nov 2015, 2nd Dec 2015 and 6th
January 2016.

The Chairman closed the meeting at 8.56pm and once again thanked all those who had
