DRAFT WITHIEL PARISH COUNCIL
Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 6th January 2016, which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending
and proceeded to pay tribute and lead in a minutes silence in remembrance of Cllr Susan Kirkby who passed away on 4th Decemeber 2015.
1/16 Attendance: Present – Cllr Shearer (Chair), Cllr Harper, Cllr Cubitt, Cllr Nott-Bower, Cllr Malone and Cllr Coy. Also in attendance: Cornwall Cllr Chris Batters, Parish clerk R Turner and four members of the public.

3/16 Invitation to members of the public to address the meeting:
Cllr Batters wished the council a successful New Year and gave his report. Firstly, the container issue at Mount Pleasant. He stated that he has personally, continued to monitor the position on the old A30 when possible and noted that no vehicles had been present. Going forward, he did however appeal for any members of the public to provide photographic evidence of any container or unlit vehicle at night, being parked on the carriageway.
Secondly, he advised that a Neighbourhood Development Plan (NDP) had been tested by the planning authority within the last week and it was found to be deficient , in that no stipulation had been given to the expected percentage of affordable dwellings in a residential development planning application. He requested that WPC ensures that a percentage figure in keeping with planning guidelines is included in the Withiel NDP.
Lastly he acknowledged that planning reference PA15/08362 had been given an extension until 12th January 2016, while further information required by the planning officer was being gathered.
To approve the minutes of the meeting of 2nd December 2015.

5/16 To consider matters arising from minutes of 2nd December 2015 which are not agenda items below.None.
6/16 Finance matters:
1) Approval of accounts payable as per schedule.

Payment proposed by Cllr Shearer and seconded by Cllr Nott-Bower – vote unanimous.
2) Finance officers report.
Cllr Coy reported that a review of the quarter 3 2015 finances was reconciled and systems found to be in good order. Budgeting remains on track and a small surplus will be achieved at the end of the financial year and Cllr Coy went on to remind the meeting that funds are yet to be been drawn for the expenditure agreed under minute no. 186/15.
3) To approve amount in the sum of £4500 for 2016/17 Precept notification to Cornwall Council.Approved, proposed by Cllr Shearer and seconded Cllr Coy – vote unanimous.
7/16 Planning: To consider and approve a comment for the planning application listed below.
8/16 Planning: To report planning decisions of the planning authority.
-PA15/09392. Amended design to approved application PA12/06579 for the erection of a single detached dwelling. Land adjacent to Ti Anao Withiel Bodmin PL30 5NN. Validated 19 October 2015. Applicants S Hancock & G May. Approved
-PA15/03565 Proposed demolition of existing plumber’s store/workshop and the construction of new store/office/workshop and two dwellings (resubmission of PA14/08394) Location: Land West Of Moor View Inchs Bodmin Cornwall. Parish:Withiel. Applicant Mr C Moore. Approved
9/16 Highway sign-age – Appoint a member of Withiel Parish Council to inspect and co-ordinate the detail of any sign-age that requires remediation or replacement within the Parish boundary.
Cllr Shearer reported and opened a discussion as to how improvements can be made. Cllr Batters requested that photographic evidence of the sign age in question be provided to him to take forward to Cornwall Council. Cllrs Malone and Cubitt volunteered to take matters forward to this end.
Cllr Batters left the meeting at this point.
10/16 To discuss the current vacancy for a member of Withiel Parish Council and agree a co-option process and time scale.
Cllr Shearer advised that the Notice of Casual Vacancy expires on 21st January 2016 and prospective members would be interviewed in time to take up a Declaration of Acceptance of Office at the February meeting if at all possible.
11/16 Transparency Code Fund
To discuss and agree an application to the fund for items required to initiate compliance.
Application delayed pending members final agreement as to the preferred operating platform- Apple or Windows, due to queries raised after the December meeting. After discussion and agreement that the purpose is to publish the councils information the application is proceed on a Microsoft Windows basis, to include up to date Microsoft Office and Adobe packages together with any required associated hardware.
12/16 Correspondence: Various correspondence that may be received prior to the evening of the meeting and not included as an agenda item above.
-Cllr Shearer read a letter from a member of the public who stated she is elderly and relies on her broadband connection a great deal and expressed her frustration and general dissatisfaction of the service available. Cllr Shearer will forward the letter to Scott Mann M.P.
-Cllr Harper advised that there had been severe flooding of the carriageway at the junction of Ellers Lane and Withielgoose. Also drains blocked between Withiel goose and Dipper Bridge. The clerk is to report to the appropriate Cornwall Council official and request remediation.
-A letter received to advise WREN have stepped aside from the Scotland Corner planning application and withdrawn from the project as a whole.
-Cllr Nott-Bower advised that a member of the public has requested some action be taken in respect of introducing speed limits through the village. Cllr Malone advised that Scott Mann M.P. had introduced the ‘Speed Limits on Roads (Devolved Powers)’ Bill in Parliament which would allow local authorities to set speed limits according to local need. It is understood the Bill receives its Second Reading in March. An agenda item has been diarised for the April meeting.
-Roche Neighbourhood Development Plan consul tee response due by 21st January 2016. Members to have final inputs ready for a reply prior to this date.
-Withiel Neighbourhood Plan. Cllr Shearer has requested the clerk take part in coordinating the construction of the plan, subject to a defined role specification.
