Minutes of the closed meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 3rd February 2016, which opened at 6 pm.

Present: Cllr Shearer (Chair), Cllr Cubitt, Cllr Harper & Cllr Nott-Bower.

Also present: Parish Clerk R Turner and Mrs J A Hoyle (Arrival 6.20pm)

15/16 The co-option of a member to fill the current casual vacancy.

The clerk advised the members panel that one applicant had withdrawn and it was resolved to co-opt the remaining applicant Mrs J A Hoyle. Proposed Cllr Shearer, seconded Cllr Nott-Bower. Vote – unanimous.

16/16 To resolve refund of PAYE to Parish Clerk, Robin Turner.

It was proposed by Cllr Shearer & seconded by Cllr Nott-Bower that the Council reimburses the clerk for tax refunded by HMRC. Vote unanimous.

There was break after the above agenda, which was concluded at 6.50pm.

Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 3rd February 2016, which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.

Present: Cllr Shearer (Chair), Cllr Cubitt, Cllr Harper & Cllr Nott-Bower.

Also present: Parish Clerk R Turner, Cornwall Cllr Chris Batters and 5 members of the public.

17/16 Apologies for absence.

Cllr Coy (abroad) & Cllr Malone (prior business engagement). Apology also received from PCSO Crocker.

18/16 Members Declaration of Interest and any requests for dispensations.

None.

19/16 Invitation to members of the public to address the meeting:

Cllr Shearer delivered PCSO Cocker’s written monthly report for January, in her absence, which reported one crime of domestic violence and no reports of anti social behaviour.

Mrs Pentland, publisher of Withiel News and Views appealed for support to deliver future publications due to the incapacity of her primary volunteer. She also advised that cessation of production is not envisaged.

County Cllr Batters reported on the following:

-He was able to assist in obtaining a post code for the village hall which will expedite the connection of telecom facilities required for the defibrillator scheme.

-Withielgoose flooding issue raised at last months meeting is being addressed and advised that an inspection is arranged and gully clearance will follow by the County contractors.

-A £350 Community Chest donation has been made to Withiel Playing Fields Association.

-Chapel House, Tregawne flooding issue has been highlighted to the County authority and the Highway steward is to investigate.

-Withiel Sign Posts – the Parish Councils report and comprehensive survey conducted by Mr Mervyn Davy has been forwarded to the county Highways and Environment Manger for an initial review.

-Ruthern Bridge repairs- a meeting has been arranged between Cornwall Highways, English Heritage and Cllr Batters to formulate a long term strategy to overcome the need for constant and expensive repairs as a result of vehicle collisions.

-Planning application15/08362 (see also agenda item 24/16)-The applicant was present as a member of the public and Cllr Batters reviewed the decision of the planning authority and detailed possible future options whilst, clearly outlining the potential costs involved in making an appeal.

Cllr Batters left the meeting at this point.

20/16 To approve the minutes of the meeting of 6th January 2016.

Cllr Shearer proposed to approve the minutes of the meeting of 6th January 2016, seconded by Cllr Nott-Bower. This was resolved unanimously to approve the minutes of the 6th January 2016.

21/16 To consider matters arising from minutes of 6th January 2016 which are not agenda items below.

None.

22/16 Finance matters:

  • Approval of accounts payable as per schedule. (Schedule to be distributed at meeting). None.

Cllr Nott-Bower proposed that Cllr Cubitt be added as signatory to WPC bank account held with HSBC Bank plc, seconded by Cllr Nott-Bower. This was resolved by 3 votes and one abstention to add Cllr Cubitt as signatory to the bank account held with HSBC Bank plc.

23/16 Planning: To consider and approve a comment for the planning application listed below and any others received prior to the evening of the meeting.

-PA16/00339. Proposal – Construction of a detached garage. Location: Land West of Moor View, Inches, Bodmin, Cornwall. Applicant: Mr Chris Moore. Grid:199585/63855.

Cllr Cubitt proposed that a consultee comment that WPC has no issues or concerns in respect of the application, be made, seconded by Cllr Cllr Shearer. It was resolved by a unanimous vote that a consultee comment stating that WPC has no issues or concerns in respect of application no. PA16/00339.

24/16 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

PA15/08362. Construction of a new dwelling to small adjacent listed Railway Carriage to allow second generation of family to provide care. Swindon Villa Kerriers Road Inchs Bodmin PL30 5LR.

Decision – refused

Cllr Shearer reported the decision for application no. PA15/08362 as being refused..

25/16 Bodmin Community Network

Cllr Shearer gave a report from the last meeting of 13th January 2016. 

26/16 Correspondence (For information only)

-Road Closure Order dated 25th January 2016 until 14th February 2016 for road from junction north east of Highfurze to Burlorne 07.30 to 18.00 daily.

-Cornish Contemporary Living – Cornwall Council new homes interactive consultation event 15th February 2016 at Chy Trevail, Bodmin.

None.

28/16 Advise dates of next normal meetings as being 2nd March 2016, 6th April 2016 & 4th May 2016.

Dates advised and confirmed.

The Chairman closed the meeting at 8.06p.m., thanking all those who had attended.
