39/16 To approve an application for the Local Maintenance Partnership 2016 funding offer dated 18th February 2016 in the sum of £292 to cut public rights of way.

40/16 To consider alternative uses for parish assets namely the bus shelter and telephone box.

To consider the handover of maintenance responsibility to Withiel Parish Council from Cormac Solutions for a number of key directional posts within the parish on an arrangement that remains in place for as long as both parties are willing to continue.

Local Maintenance Partnership 2016 – Eligible funding £292
Thank you for your continued involvement with the Local Maintenance Partnership. Cornwall Council has agreed to review the way in which the Local Maintenance Partnership is funded and consider the concerns which have been raised by a number of Town and Parish Council regarding the allocation of the grant which you receive. The review of the scheme will take up to twelve months to complete and implement and therefore the Council has agreed to increase the level of funding to your Town/Parish Council by 10 per cent for the 2016/17 financial year. The results of this review will inform future decisions regarding the level of funding available for the Local Maintenance Partnership I am therefore pleased to offer you £292 for the cutting of Public Rights of Way in your parish. This funding is specifically for the cutting of vegetation that grows along the surface of Public Rights of Way and is calculated at £110 per km, per cut for specific ‘Gold’ paths, £5.50 per cut for specific isolated gates or stiles and a flat rate of £44 per km is offered for the overall length of silver paths in the parish.
Please find enclosed:
• Summary of funding to parish – schedule of cutting lengths and eligible costs.
• Contractor summary of cutting – This details cutting lengths only; please copy as necessary and pass to your contractor asking them to note the dates that they undertake each cut and return it to you with their invoice.
• Cutting Map (only if there have been schedule changes since 2015) – showing all of the Public Rights of Way labelled with path numbers and the gold path cutting regime. It also shows Sites of Special Scientific Interest and National Trust ownership. This map should be used with schedules to locate areas that require cutting. We are happy to supply an electronic version of this map
on request.
• Public Rights of Way Map – showing Gold, Silver and Bronze paths.
• Acceptance of offer form (green form) – this should be completed and retuned
to me
