WITHIEL PARISH COUNCIL

Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 2nd March 2016, which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending

Present: Cllr Shearer (Chair), Cllr Cubitt, Cllr Harper (late arrival), Cllr Hoyle & Cllr Malone.

Also present: Parish Clerk R Turner. No members of the public attended.

29/16 Apologies for absence: Cllr Coy (abroad), Cllr Nott-Bower (abroad). Apology also received from PCSO Crocker.

30/16 Members Declaration of Interest and any requests for dispensations: None.

31/16 Invitation to members of the public to address the meeting: None

At this point in the meeting there were insufficient members present who had attended the February meeting and therefore the Chair deferred agenda item 32/16.

33/16 To consider matters arising from minutes of 3rd February 2016 which are not agenda items below: None.

34/16 Finance matters:

Approval of accounts payable as per following schedule.

  1. R Turner £473.55 Chq no. 100533 Salary

  2. HM Revenue & Customs £70.60 Chq no. 100534 PAYE

  3. Postages £2.47 Chq no. 100535

  4. WPF Assn £182 Chq no. 100536 Room hire 2014/15 £88 2015/16 £94

  5. Withiel PAD £700 Chq no 100537 S137 donation agreed minute no. 186/15.

Cllr Cubitt proposed these payments and Cllr Malone seconded and it was resolved by an unanimous vote to make these payments.

Cllr Harper arrived at this point in the meeting and Cllr Shearer summarised the foregoing proceedings for his information.

32/16 To approve the minutes of the meeting of 3rd February 2016.

Cllr Shearer proposed to approve the minutes of the meeting of 3rd February 2016, seconded by Cllr Cubitt. It was resolved to approve the minutes of the 3rd February 2016.

35/16 Planning: To consider and approve a comment for the planning application listed below.

PA15/12085. Proposal – Application for approval of reserved matters (appearance, landscaping, layout and scale) following outline approval for one dwelling PA15/08382 dated 3/11/15.

Location: Tregawne Farm, Withiel. Applicant: Mr & Mrs MP Cherry and JA Cherry.

Cllr Malone proposed that a consultee comment that WPC has no issues or concerns in respect of the application, be made, seconded by Cllr Shearer. It was resolved by a unanimous vote that a consultee comment stating that WPC has no issues or concerns in respect of application no. PA15/08382.

36/16 Planning: To report planning decisions of the planning authority.

Cllr Shearer reported the following approved decision.

-PA16/00339. Proposal – Construction of a detached garage. Location: Land West of Moor View, Inches, Bodmin, Cornwall. Applicant: Mr Chris Moore. Grid:199585/63855.

37/16 Neighbourhood Development Plan

Cllr Cubitt gave a report and summary of the progress made to date in formulating a Neighbour Development Plan for Withiel, at a series of dedicated meetings. He advised a steering group is in place and that further, monthly meetings will be held with a view to producing a draft plan in late spring or early summer.

38/16 St Breock Community Fund.

To propose and and approve a council member to sit on the St Breock Community Fund distribution panel. After discussion, it was proposed by Cllr Malone that to provide continuity in the event of absence that Cllr Cubitt & Cllr Hoyle be members for the time being, to sit on the St Breock Community Fund. Seconded by Cllr Shearer and it was resolved by 3 votes in favour with 2 abstentions to put forward Cllr’s Cubitt and Hoyle to sit on the St Breock Community Fund.

39/16 To approve an application for the Local Maintenance Partnership 2016 funding offer dated 18th February 2016 in the sum of £292 to cut public rights of way.

Cllr Harper proposed that an application for the Local Maintenance Partnership 2016 funding offer dated 18th February 2016 in the sum of £292 to cut public rights of way be made. This was seconded by Cllr Malone and it was resolved by an unanimous vote, to apply.

40/16 To consider alternative uses for parish assets namely the bus shelter and telephone box.

After discussion it was suggested that an article is placed in Withiel News & Views to elicit public support and invite schemes to be put forward with a view to acting and proceeding with preferred schemes at some time in the future.

41/16 Sign Posts:

The clerk advised that Cormac Solutions have written to state that no funds are available from them to maintain the parish sign posts. A lengthy discussion took place to consider the handover of maintenance responsibility to Withiel Parish Council from Cormac Solutions for a number of key directional posts within the parish on an arrangement that remains in place for as long as both parties are willing to continue, which has been done in other area’s of the county, subject to easy agreement. The members considered it unwise at this time to commit to such an arrangement that could prove unsustainable from the parish council’s point of view.

42/16 Correspondence (For information only)

-Letter from Cornwall Highways to advise that the flooding issue at Chapel House is to receive a higher priority and is being promoted in the maintenance schedule..

-CALC AGM advised as being held 11th March at 7p.m at New County Hall, Truro.

-Clerk’s absence advised as being from 25th March 2016 until 12th April 2016.

-Cllr Hoyle’s absence advised from the April 2016 meeting.

43/16 Invitation of members of the public to address the meeting: None

44/16 Advise dates of next normal meetings as being 6th April 2016, 4th May 2016 & 1st June 2016.

Dates advised and confirmed.

The Chairman closed the meeting at 8.15 p.m., thanking all those who had attended.
