DRAFT WITHIEL PARISH COUNCIL
Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 5th October 2016, which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.
Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Harper, Cllr Hoyle, Cllr Coy, Cllr Nott-Bower & Cllr Malone.
Also present: Parish Clerk, R Turner & nine members of the public .
130/16 Apologies for absence: Cornwall Cllr Batters & PCSO Andrea Crocker.
131/16 Members Declaration of Interest and any requests for dispensations: None.
132/16 Invitation to members of the public to address the meeting:
Cllr Shearer reported that Cllr Batters had advised that he attended a meeting on 27th September at Lanivet Village Hall in connection with concerns voiced by parishes in connection with allocation of payments to parishes from the Local Devolution Fund. No further detail was entered into at this point, as it was set as an agenda item 140/16, later in the meeting.
Several members of the public present, spoke of difficulties currently being experienced in accessing a track at Upper Higher Tregawne and asked for the Parish Council’s support in helping to resolve the matter. They advised that the tenant of the property wishes to stop riders passing through the property, which they consider to be a longstanding right of way. Cllr Coy recommended that a prerequisite should be to establish the exact status of the track and this should be done in consultation with Cornwall Council.
Cllr Harper reported that there was evidence of fly tipping at the top of Ellers Lane and requested that the matter be reported.
Cllr Nott-Bower reported he had been verbally advised that road signage at Tregawne had been knocked over by a vehicle in passing. In conclusion to a short discussion Cllr Nott-Bower will ask for all information regarding the incident to come forward to the Parish Council in writing.
133/16 To approve the minutes of the council meeting held on7th September 2016.
Cllr Malone proposed to approve the minutes of the meeting of 7th September 2016, seconded by Cllr Hoyle. It was resolved unanimously to approve the minutes of the 7th September 2016.
134/16 To consider matters arising from minutes of 7th September 2016 which are not agenda items below. None.
135/16 Finance matters.
Accounts payable as follows:
1) Withiel PAD £1866.24 (as agreed in min no. 127/16 – Sept meeting) cheque no. 100555.
Cllr Malone proposed these payments and Cllr Nott-Bower seconded and it was resolved by an unanimous vote to make this payment.
Responsible Finance Officers report.
The clerk advised that the Neighbourhood Development Plan (NDP) grant spend to date is £305.60 gross therefore £2694.40 is left from original sum.
He went on to report that the second quarter financial review confirmed all statutory obligations for last financial year have been concluded on an acceptable basis and the payment of audit fees also finalised. The review also finds the reconciled bank position is £7598 credit, after receipt of the second 2016-17 Precept payment and deduction of grant monies held, which are earmarked and Council Tax Supplement of £172. With forecast expenditure to the current financial year end and election provision the year end credit balance can be revised upward to approx £5k. An overarching accurate position will be reported at the November meeting when we will set the 2017/18 Precept.
136/16 Planning: To consider and approve a consultee comment for the planning applications listed below.
PA16/08341. Proposal: Extension to the dwelling and construction of a detached garage. Location: The Forge, Lanivet, Bodmin, Cornwall. Applicant: Mr & Mrs J Bridges. Grid ref: 200846/64559.
Cllr Harper proposed the following consultee comment.
Withiel Parish Council have no objections to the development of this property but notes that the scale of the detached garage as proposed is large. The consultee comment as proposed was seconded by Cllr Malone and it was unanimously resolved to approve the comment.
137/16 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.
Cllr Shearer reported the following planning decision:
PA16/04110 Location: Land North East of Trebois, Pooleys Hill, Withiel, Bodmin, Cornwall. Proposal: Erection of independent dwelling on the footprint of the garden shed. Applicant; Mrs Suzanne Darling. APPROVED.
138/16 Neighbourhood Development Plan.
Cllr Cubitt advised that the statutory consultation period, which ended 16th September 2016 produced twelve substantive comments and two of these have involved more work and reference to Cornwall Council NDP support team. As a result the next steering committee meeting will be delayed and the date to be advised in due course.
139/16 To discuss and if agreed, propose the format of support to St Breock Parish Council (SBPC) to further a review of the management of the R.E.G. Community Fund following the receipt of correspondence from SBPC.
The clerk advised that a contact from the Chair of St Breock Parish Council advises he is still in course of liaising with other neighbouring parishes and will advise the next steps that are required, when all meetings have been completed. Cllr Cubitt advised that he expects WPC to be invited to apply for a further grant from the fund in February 2017 and this may still be in an interim period before any action has been agreed in respect of reviewing the management of the fund.
140/16 Cllr Hoyle to report on a meeting of local parishes held by Lanivet Parish Council 27th September 2016 and then to discuss an application for funding for a project around increasing and enhancing tourism from The Local Devolution Fund and also agree who will represent Withiel on October 10th 2016 at a meeting organised by the Community Network.
Cllr Hoyle reported and advised that at a substantive proposal for the allocation of funds to Withiel needs to be available for the meeting on 10th October 2016 and that she would be willing to attend that meeting also. After discussion as to the potential schemes that could be supported, the outcome was Cllr Coy proposed an application is put forward for a glass fronted cabinet to contain tourist information material, although time constraints may mean it is brief in content. Cllr Shearer seconded the proposal and it was resolved unanimously to put forward an application for funding for a glass fronted cabinet to contain tourist information material and for Cllr Hoyle to attend the meeting on 10th October 2016.
141/16 To discuss and progress the installation of a passing bay on the road between Coddles and Withiel.
Cllr Harper reported that the owner of the land required for the passing bay was in course of taking advice and will contact WPC when ready.
142/16 To consider and approve a donation to the Cornwall Air Ambulance Trust per correspondence attached, dated 5th September 2016.
After discussion, during which there was concurrence that more community focussed charities be supported, it was proposed by Cllr Shearer and seconded by Cllr Harper to decline the invitation to support Cornwall Air Ambulance Trust on this occasion and it was resolved unanimously to decline support.
143/16 Police Liaison meeting for Town & Parish Councils 4th October 2016. Cllr Shearer reported.

-Ruthern Bridge repairs – Cllr Batters wrote to advise plans to repair and improve the bridge had been drawn and more details will follow as soon as possible.
145/16 Advise dates of next normal meetings as being 2nd November 2016, 7th December 2016 & 4th January 2017. These dates are confirmed.
Cllr Shearer closed the meeting at 8.35 pm. and once again thanked all those present for attending.
