Draft WITHIEL PARISH COUNCIL
Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 4th January 2017 which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.
Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Coy, Cllr Harper, Cllr Hoyle , Cllr Nott-Bower & Cllr Malone.
Also present: County Cllr Chris Batters and Parish Clerk- R Turner. No members of the public attended.
1/17 Apologies for absence: None.
2/17 Members Declaration of Interest and any requests for dispensations: None.
3/17 Invitation to members of the public to address the meeting:
Cllr Batters discussed the process and systems that Withiel as in place for the Public Access Defibrillator (PAD) in order to share best practice with other PAD centres.
4/17 To approve the minutes of the council meeting held on 7th December 2016.
Cllr Shearer proposed to approve the minutes of the meeting of 7th December 2016, seconded by Cllr Cubitt. It was resolved unanimously to approve the minutes of the 7th December 2016.
Cllr Batters left the meeting at this point.
5/17 To consider matters arising from minutes of 7th December 2016 which are not agenda items below.
Cllr Shearer summarised the successful planning seminar attended by herself and fellow councillors on 15th December 2016. Cllr Hoyle shared
6/17 Finance matters.
Accounts payable: Nil
Responsible Finance Officers report.
1- The clerk reported that claims had been made for a VAT refund of £182.86 and a £292 grant from CORMAC in respect of footpath maintenance under the Local Maintenance Partnership initiative.
2- The clerk reiterated that the Neighbourhood Development Plan (NDP) grant spend to date is £305.60 gross therefore £2694.40 is still being held from original sum received of £3000.
3- Further to prior discussions at meeting concerning the purchase a projector to link to a laptop computer for the display of planning applications at council meetings, the clerk requested support for funding for the same. Cllr Shearer proposed that the clerk be instructed to procure a projector and the necessary accessories, with a suitable specification, within a budget of £100 subject to final consultation with the members. Cllr Hoyle seconded the proposal and it was resolved the the clerk procure a projector and necessary accessories, with a suitable specification, within a budget of £100 subject to final consultation with the members.
7/17 Planning: To consider and approve a consultee comment for the planning applications listed below. There were no requests for consultation that had not already been commented on.
8/17 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting. No decision notices had been received.
9/17 Neighbourhood Development Plan. Cllr Cubitt had no further update to report.
10/17 To discuss the Tour of Britain cycle race with reference to Helston Town Cllr David Potters correspondence.
Cllr Potters letter was discussed and in conclusion Cllr Coy proposed that Withiel Parish Council should respond in support of the Tour of Britain cycling race coming to Cornwall and using the old A30 road to Withiel’s southern boundary. However it is to be stressed that this support is without any financial commitment being expected or requested from Withiel Parish Council in hosting the event. Clrr Nott-Bower seconded the proposal and it was resolved to respond that Withiel Parish Council supports the Tour of Britain cycling race coming to Cornwall and using the old A30 road to Withiel’s southern boundary. However it is stressed that this support is without any financial commitment being expected or requested from Withiel Parish Council in hosting the event.
11/17 Cornwall Local Councils Pre Application Planning Protocol.
To consider and if agreed, resolve to adopt the three part document containing the following :
i) Pre Application Agreement – this outlines the roles of each of the parties involved in the planning process. If adopted this agreement, will define WPC’s role and our requirements of the applicant. It also defines the role of the planning authority in supporting WPC through this process.
ii) Pre Application Protocol – the protocol explains how WPC will engage in pre application and clarifies the potential danger areas which should be avoided under the Code of Conduct.
Pre Application Planning Profile – Cornwall Council will hold this register of information about our parish and share it with any potential developer seeking pre application consultation in our area.
The members confirmed that they had studied the documents pertaining to the Cornwall Local Councils Pre Application Planning Protocol in detail. Cllr Shearer therefore proposed that Withiel Parish Council adopt the Protocol with immediate effect. Cllr Malone seconded the proposal and it was resolved that Withiel Parish Council adopt the Protocol with immediate effect.
12/17 Correspondence. (For information only)
– Clerks absence to be noted as being from 21st January 2017 until 15th February 2017.
13/17 Advise dates of next normal meetings as being 1st February 2017, 1st March 2017 & 5th April 2017.
These dates were confirmed.
Cllr Shearer closed the meeting at 8.02 pm. and once again thanked all those present for attending.
