Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 1st February 2017 which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.

Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Coy, Cllr Harper, Cllr Hoyle , Cllr Nott-Bower & Cllr Malone.

Also present: one member of the public .

14/17 Apologies for absence: County Cllr Chris Batters, Mr R Turner- Parish Clerk

15/17 Members Declaration of Interest and any requests for dispensations: None.

16/17 Invitation to members of the public to address the meeting: None

17/17 To approve the minutes of the council meeting held on 4th January 2017.

Cllr Malone proposed to approve the minutes of the meeting of 4th January 2017, seconded by Cllr. Coy. It was resolved unanimously to approve the minutes of the 4th January 2017.

18/17 To consider matters arising from minutes of 4th January 2017 which are not agenda items below. None.

19/17 Finance matters.

Accounts payable: Nil

Responsible Finance Officers report.

Cllr Shearer read the clerk’s report which advised a VAT refund of £182.86 and £292 in respect of the 2016 LMP grant have been received and banked. It was reiterated that the Neighbourhood Development Plan (NDP) grant spend to date is £305.60 gross therefore £2694.40 is being held from original sum received of £3000.

20/17 Planning: To consider and approve a consultee comment for the planning applications listed below. There were no requests for consultation that had not already been commented on.

21/17 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

PA16/02817/PREAPP Closed and advice given –Applicant: Ms Lorraine Devereux Location: Land North East Of Higher Holywell Roche Cornwall Proposal: Pre application advice for on site accommodation in connection with the equine and farm animal rescue and rehabilitation charity Parish : Withiel .

22/17 Neighbourhood Development Plan.

Cllr Cubitt reported. Discussions with Cornwall Council, Natural England and Historic England arising from the pre-submission consultation have now concluded. The amended draft plan will be submitted for final discussion and approval by the Steering Group within the next few days and then submitted for examination by Cornwall Council and an inspector. This process is unlikely to be completed before the council elections in May. Cllr. Cubitt has received a hard copy of the Local Plan, approved in November, and will make this available to anyone wishing to consult it.

23/17 Village Sign Post

Cllr Shearer reported on the proposed refurbishment of the Churchtown finger post. A letter from Ben King (liaison person for the production team) notified that the televised refurbishment project is not going ahead.

24/17 Local Government Boundary Review – A Town & Parish Council Inquiry. To consider endorsing the report from the inquiry day held on January 4th 2017, facilitated by CALC. After discussion it was proposed by Cllr Coy that the parish council should note the CALC report and await the report and recommendations of the Local Government Boundary Commission, due on 16th May. Seconded by Cllr. 25/17 Correspondence. (For information only)

Letter from Mrs. Annie Martin drawing attention to the increasing amount of vehicular traffic on Ruthern corner, heading to and from the trail-riding facility in Grogley woods. Cllr. Shearer undertook to write to Mrs. Martin to acknowledge her letter but point out that there is little the parish council can do to assist in the matter.

26/17 Advise dates of next normal meetings as being 1st March 2017, 5th April 2017 &17th May 2017.

These dates were confirmed.

Cllr Shearer closed the meeting at 8.43 pm. and once again thanked all those present for attending.
