Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Tuesday 6th June 2017 which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.

Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Coy, Cllr Harper, Cllr Hoyle & Cllr Malone.

Also present: Parish Clerk, Mr Robin Turner & one member of the public .

75/17 Apologies for absence: Cornwall Cllr Chris Batters & Cllr Nott-Bower.

76/17 Members Declaration of Interest and any requests for dispensations: None.

77/17 Invitation to members of the public to address the meeting:

Mr Edward Piper introduced himself to the meeting and advised that he is employing a planning and development agent to assist in submitting a planning application for a change of use in respect of an agricultural building to become a residential dwelling. It is expected that WPC will be required to make a consultee comment in due course.

Cllr Harper raised the issue of overgrown hedging which was impeding the passage of agricultural vehicles on the highway in parts of the Parish. The clerk reminded that such instances can be reported through the Cornwall Council website.

78/17 To approve the minutes of the council meeting held on 17th May 2017

Cllr Coy proposed to approve the minutes of the meeting of 17th May 2017, seconded by Cllr Cubitt. It was resolved unanimously to approve the minutes of the 17th May 2017. Cllr Shearer signed the minutes.

79/17 To consider matters arising from minutes of 17th May 2017 which are not agenda items below. None.

80/17 Finance matters.

Responsible Finance Officers report – the clerk reported the following:

-The annual external audit has commenced.

-Neighbourhood Development Plan Grant £2592 has been reapplied for, the application has been received and is undergoing quality control checks. Funds awaited.

Accounts payable:

1-Robin Turner- Clerk’s salary April, May & June 2017 £439 Chq No. 100575

2- HMRC – PAYE re clerks salary £95.60 Chq No. 100576

3-Postages £9.67 Chq No 100577

4-Heart Internet – Domain name purchase £52.76 Chq No. 100578

Cllr Shearer proposed these payments and Cllr Hoyle seconded and it was resolved by an unanimous vote to make these payments.

81/17 Planning: To consider and approve a consultee comment for the planning applications listed below.

There were no requests for consultation that had not already been commented on.

82/17 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

Cllr Shearer reported the following decision and detailed the conditions.

Application PA17/01887 – APPROVED WITH CONDITIONS.

Proposal: Erection of 30.480m x 18.288m (100′ x 60′) standard agricultural building for

rearing of calves

Location: Great Brynn Barton Roche St Austell Cornwall Applicant: Messrs George And Christopher Matthews

83/17 Neighbourhood Development Plan.

Cllr Cubitt advised that progress towards the finalisation of the plan continues with the assistance of a professional consultant.

84/17 Review of Clerks Salary

Cllr Coy advised that the clerks role now involves additional processes and he listed the hours accumulated over a typical month and for additional annual and periodic tasks which increase the average monthly man hours to 24 hours. He proposed that the clerks Terms and Conditions of employment be amended to increase the number of hours to 24 monthly, from 18 hours per month, or 288 hours annually. Cllr Shearer seconded the proposal

It was resolved to amend the clerks contract to 288 hours annually.

85/17 Review WPC Standing Orders and consider revision of Standing Orders 14 and 15 to be replaced by new Standing Order 14 as recommended by Cornwall Association of Local Councils. Also to consider inclusion of guidance given by Corporate and Information Governance Manager, Assurance, Cornwall Council for members of WPC to attend Code of Conduct training within six months of signing a Declaration of Acceptance of Office.

Cllr Shearer read out the proposed amended standing order 14 and after discussion Cllr Coy proposed the revision and it was seconded by Cllr Malone. It was resolved to revise current Standing Orders 14 & 15 to be replaced by new Standing Order 14 which will also include a paragraph stating that members of WPC shall attend Code of Conduct training within 6 months of signing a Declaration of Acceptance of Office.

Reviewed and no changes to record.

88/17 Correspondence. (For information only)

Various correspondence that was received prior to the evening of the meeting and not included as an agenda item above.

-Retire field smell – Cornwall Council Environmental Protection Officer has visited and reported..

-Public vigilance – Police advice for the public to remain vigilant after the recent terror attacks in Manchester & London, especially at large events such as the Royal Cornwall Show.

-Whitehay Hill potholes. Cormac has advised that road repairs are to be completed by 17/6/2017.

-Kerriers Solar Farm S106 fund – Cornwall Council advise that it could use its discretion to give the funds to the parish council into which the former Withiel Parish Council is part, after the local boundary review in 2021.

Cllr Shearer closed the meeting at 8.07 pm. and once again thanked all those present for attending.
