Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 6th September 2017 which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.

Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Harper, Cllr Hoyle, Cllr Malone, Cllr Nott-Bower.

122/17 To approve the minutes of the council meeting held on 2nd August 2017.

Cllr Malone proposed to approve the minutes of the meeting of 2nd August 2017, seconded by Cllr Hoyle. It was resolved unanimously to approve the minutes of the 2nd August 2017. Cllr Shearer signed the minutes.

123/17 To consider matters arising from minutes of 2nd August 2017 which are not agenda items below.

Cllr Shearer reported that the referral to Cornwall Council Planning with regard to the caravan sited on land south of Kerriers, which was subject to agenda item 107/17, has been taken up by the Cornwall Council planning enforcement team.

124/17 Finance matters.

-Responsible Finance Officers report

Cllr Shearer informed that £500 has been received from Bodmin Town Council in respect of the Devolution Fund grant.

-Accounts payable

  1. James Evans £1050.00, cheque no. 100581 – consultant fees re NDP.

  2. Maisemore Systems £300.00, cheque no. 100582 – new website design & deliver, 50% deposit.

3) Robin Turner, clerk’s salary £664.27, cheque no. 100583.

4) HMRC clerk’s PAYE £156.00, cheque no. 100584.

5) Agave Landscape £318, footpath maintenance, cheque no 100585.

Cllr Nott-Bower proposed these payments and Cllr Hoyle seconded the proposal and it was resolved by an unanimous vote to make the payments.

125/17 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.


126/17 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.


127/17 Neighbourhood Development Plan.

Cllr Cubitt reported that the draft plan was still under review by Cornwall Council.

128/17 Broadband.

Cllr Malone reported that the national Chambers of Commerce are collecting evidence for a national survey of mobile phone coverage and its inadequacies in order effectively to lobby government for improvement of provision.

129/17 Councillors exclusive email accounts.

Cllr Shearer reported on the recommended practice for secure and confidential email provision for councillors. Agreed to defer further discussion until the clerk is in attendance.

130/17 Register of Interest Forms and important legal requirements.

Cllr Shearer reminded the members and stated the important legal requirements for councillors to register their interests as and when their circumstances made it appropriate for them to do so.

131/17 Correspondence. (For information only)

Communication from Sarah Newton regarding overhang of vegetation and obstruction of the highway on the Withielgoose road near Dipper bridge. County Cllr Batters to be asked to have Cormac, as the responsible agency, remind the landowners to cut back overhanging vegetation.

Members noted a circular received from a House of Lords select committee regarding citizenship and civic engagement; it was now past the deadline for making a submission.

Cllr Hoyle raised some issues about access pathways to Retire Common. Sam Chapman to be asked for an opinion on what is best to do.

Members noted that the bench agreed to be moved from adjacent to the bus shelter has been relocated into the old cemetery i.e. immediately by the church and not, as suggested, into the new cemetery across the lane. To be discussed at the next meeting when Cllr Coy (chair of the parochial church council, which is the responsible body) is expected to be present.

132/17Advise dates of next meetings as being 4th October 2017, 1st November 2017 & 6th December 2017.

Cllr Shearer closed the meeting at 7.50 pm. and once again thanked all those present for attending.
