DRAFT WITHIEL PARISH COUNCIL
Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 3rd January 2018 which opened at 7:15 pm with Cllr Shearer welcoming and thanking all present for attending.
Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Harper, Cllr Hoyle, Cllr Malone, Cllr Nott-Bower & Cllr Coy.
Also present: Mr Robin Turner (Parish Clerk) & one member of the public.
1/18 Apologies for absence: Cornwall Cllr Chris Batters.
2/18 Members Declaration of Interest and any requests for dispensations:
No declarations were made.
3/18 To approve the minutes of the council meeting held on 6th December 2017.
Cllr Coy proposed to approve the minutes of the meeting of 6th December 2017, seconded by Cllr Cubitt . It was resolved to approve the minutes of the 6th December 2017. Cllr Shearer signed the minutes.
4/18 Invitation to address the meeting: No one addressed the meeting.
5/18 Approve response to ‘Letter to councillors St Wenn Parish Council & Withiel Parish Council’ from Cllr Paul Wills dated 30th November 2017.
In general discussion Cllr Shearer proposed that a show of hands decide the members views as to remaining within the Bodmin Community Network of Parishes or opt to join the Newquay network under the forthcoming Local Government Boundary Review. Cllr Hoyle seconded the proposal and the result of the vote was 5 members to 2 members in favour of remaining within the Bodmin network. The clerk will write to Cllr Wills to advise with a further letter of confirmation being sent to Cornwall Council.
6/18 To consider matters arising from minutes of 6th December 2017 which are not agenda items below.
There were no matters arising.
7/18 Finance matters.
-Responsible Finance Officers report
The clerk reported:
-That from the Neighbourhood Development Plan, Locality Grant of £4929 a remaining sum of £3873.90 is available to spend.
-A VAT refund claim of £130.47 has been made
-He plans to undertake CALC training on 1st March 2018 in respect of the new annual external audit process for 2017/18. The cost will be £25 net of VAT.
-There were no accounts payable.
9/18 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.
There were no requests for consultation that have not already been commented upon.
10/18 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.
-Application PA17/09045 REFUSED
Proposal Construction of Rural workers dwelling

-Application PA17/10165 – APPROVED WITH CONDITIONS
Proposal Existing integral garage converted and extended to form ancillary accommodation to the main residence. Location Lowenna Kerriers Road Inchs Bodmin. Applicant Mr P Moore

11/18 Neighbourhood Development Plan.
Cllr Cubitt advised that the examination stage is taking longer than expected, possibly another 2 to 3 weeks, due to the examiners work load. If approved by the examiner the plan will go to referendum before being adopted.
Cllr Shearer gave examples where Openreach are progressing connectivity in and around Withiel and properties becoming in scope for improved services. In general discussion it was suggested, as best practice, to use the following link to establish the status of individual properties ability to receive fibre connectivity.
13/18Correspondence. (For information only)
-Clerks absence will be from 22nd January until 6th February 2018.
-Police Notice – Warning of a scam in respect of forceful cold calls being received advising that a fine or tax is owed. Settlement is being requested by the purchase of itunes vouches and then the code being relayed back to the caller. Members of the public are reminded to call 101 with any concerns.
-Cllr Coy gave his apologies and stated he will be absent from the February meeting of WPC.
-Cllr Nott-Bower requested that a report be made to a damaged footbridge forming part of the Saints Way, following an advice from a member of the public. He undertook to furnish the clerk with full details for reporting to Cornwall Council.
14/18 Advise dates of next meetings as being 7th February 2018 , 7th March 2018 & 4th April 2018.
Cllr Shearer closed the meeting at 7.50pm and once again thanked all for attending.
