Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 7th February 2018 which opened at 7:15 pm with Cllr Shearer welcoming all in attendance.

Present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Harper & Cllr Hoyle.

Also present: Mr Robin Turner (Parish Clerk) & one member of the public.

15/18 Apologies for absence: Cornwall Cllr Chris Batters, Cllr Malone, Cllr Nott-Bower & Cllr Coy.

16/18 Members Declaration of Interest and any requests for dispensations:

No declarations were made.

17/18 Invitation to address the meeting:

Amelia Lake, a representative, of the applicant of planning application number PA18/00063 introduced herself to the meeting and offered to provide supporting information in respect of the application if required.

18/18 To approve the minutes of the council meeting held on 3rd January 2018.

Cllr Hoyle proposed to approve the minutes of the meeting of 3rd January 2018, seconded by Cllr Shearer. It was resolved to approve the minutes of the 3rd January 2018 . Cllr Shearer signed the minutes.

19/18 To consider matters arising from minutes of 3rd January 2018 which are not agenda items below.

There were no matters arising.

20/18 Finance matters.

-Responsible Finance Officers report

The clerk reported:

  • That from the Neighbourhood Development Plan, Locality Grant of £4929 a remaining sum of £3873.90 is available to spend.

  • £130.47 VAT reclaim was received in the WPC bank account 25.1.2018

  • RFO training had been confirmed for the new external audit and he will attend on 1.3.2018

  • General Data Protection Regulation training had been confirmed for the implementation of the new data protection act due 25.5.2018 and he will attend the training 2.32018.

-Accounts payable .

1-Agave Landscape Limited £318.00 cheque number 100594. Re footpath cutting contract.

Cllr Shearer proposed the payment of this account. Cllr Cubitt seconded the proposal and it was resolved to make the payment.

21/18 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.

Application PA18/00063

Proposal Siting of temporary dwelling for agricultural worker. Erection of a compost toilet.

Siting of solar panels on temporary dwelling and packing shed. Erection of

packing shed (retrospective). Creation of hardstanding area (retrospective).

Erection of 3x poly tunnels (retrospective).

Cllr Cubitt summarised the content of the application and after discussion Cllr Harper proposed the the following consultee comment:

Withiel Parish Council supports this application in principle, which fits with the NPPF and the Withiel Neighbourhood plan (now in its examination stage) and also welcomes the request for retrospective permission to regularise the existing development.

With regard to the definition and scale of the application, it is noted that it includes one unit of social rented housing but this should be amended to key worker housing in line with the planning statement. Further more a condition is requested to be added to any permission granted that a further application must be submitted for the expansion of this business to include the proposed Forest School camps noted in section 4.5.18 of the planning statement.

Cllr Shearer seconded the proposed comment and it was resolved that the comment be submitted to the Planning and Sustainable Development Service.

22/18 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

None to report.

23/18 Neighbourhood Development Plan.

Cllr Cubitt advised that the Withiel plan had now been recommended to go to referendum subject to some very small amendments. He also advised there may be some further consultancy fees due as a result, which would be met from the grant funds held by WPC.

24/18 Broadband.

Cllr Harper advised that he had been advised of alternative broadband options than those offered directly by BT and would furnish the clerk with details in due course.

25/18Correspondence. (For information only)

Police Notices:

  1. Travel booking fraud is still being experienced. The public are advised to take care when making payments. Do research the company fully and ensure it is a member of a recognised trade body.

  2. Inspector James Honeywill takes over from Inspector Rob Mooney as the inspector responsible for Bodmin,  James is a well known local figure with a wealth of local knowledge.

-St Wenn School Field – St Wenn Parish Clerk advises date of meeting to discuss it’s future and possible sale.

These dates were confirmed.

Cllr Shearer closed the meeting at 8pm and thanked all those present for attending.
