Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 7th March 2018 which opened at 7:15 pm with Cllr Shearer welcoming all in attendance.

WPC Councillors present: Cllr Shearer (Chair), Cllr Cubitt , Cllr Harper, Cllr Coy & Cllr Hoyle.

Also present: Cornwall Cllr Chris Batters, Mr Robin Turner (Parish Clerk) & one member of the public.

27/18 Apologies for absence: Cllr Malone & Cllr Nott-Bower.

28/18 Members Declaration of Interest and any requests for dispensations:

No declarations were made.

29/18 Invitation to address the meeting:

Cornwall Cllr Batters:

-Reported on recent meetings he attended in respect of Local Government Boundary Review and advised that recommendations for the new divisions have gone forward to the Commission and that early indications are that Withiel will join the Lanivet, Blisland and Bodmin West Division.

-Congratulated WPC on moving its Neighbourhood Development Plan to the referendum stage and gave cautionary advice that whilst planning applications are decided in accordance with the development plan there is always the possibility for an application for the development of land not previously designated in the emerging plan should material considerations indicate otherwise.

-Damage to hedging, believed to have been caused by large delivery vehicles, on the Saints Way between Withiel Churchtown and Blackhay had been reported. Cllr Batters advised that he has involved the Senior Countryside Officer at CORMAC to investigate and ascertain the probability of recourse.

-Damage to Ruthern Bridge has, once again, been reported and repair has been ordered and expected to be completed by mid summer 2018.

Cllr Eric Harper:

-Once again raised the issue of overhanging trees and foliage at the bottom of Whitehay Hill and asked for action to be hastened in assuring that CORMAC had written to the landowner demanding the growth be cut back.

Cllr Joanna Hoyle:

-Advised she was sitting on Lanivet Community Land Trust which has the remit to purchase land for affordable housing and felt that it was not inconceivable that there would be an initiative to establish a similar body in Withiel at some future juncture.

Cllr Batters left the meeting.

30/18 To approve the minutes of the council meeting held on 7th February 2018.

Cllr Cubitt proposed to approve the minutes of the meeting of 7th February 2018, seconded by Cllr Hoyle. It was resolved to approve the minutes of the 7th February 2018. Cllr Shearer signed the minutes.

31/18 To consider matters arising from minutes of 7th February 2018 which are not agenda items below.

There were no matters arising.

32/18 Finance matters.

Cllr Coy proposed the payment of these accounts. Cllr Hoyle seconded the proposal and it was resolved to make the payments.

-Responsible Finance Officers report

The clerk reported:

£291.54 had been received on 22.2.2018 in respect of the 2017 Local Maintenance Partnership (LMP) grant and that an invitation to apply for a 2018 LMP grant had been received.

33/18 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.

There were no planning applications which had not already been commented upon.

34/18 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

None to report.

35/18 Neighbourhood Development Plan (NDP).

Cllr Cubitt reported that the date of Thursday 26th April has been set by Cornwall Council for the mandatory referendum on the proposed NDP, with voting taking place in the village hall. Notices will be posted in due course when final arrangements have been advised. During a discussion on the referendum process Cllr Cubitt reminded the meeting that, when approved, the plan will become an integral part of the Cornwall Council planning regime and also that the Withiel NDP steering group committed to arrange for the printing and distribution of a copy of the final plan to every household in the parish. Cllr Cubitt proposed that a grant application in the sum of £900 be made to Ground-work UK to cover the printing and distribution costs. Cllr Coy seconded the proposal and it was resolved to make a grant application in the sum of £900 to Groundwork UK.

36/18 Broadband.

Cllr Shearer appraised the meeting of case studies that illustrated the issues, challenges and lengthy delays that are being experienced by some households in getting an upgraded broadband connection following the installation of the new FTTC technology.

37/18 Footpaths

The clerk advised the members that WPC had been offered a Local Maintenance Partnership grant by Cornwall Council of £326.06 towards the cost of cutting the Withiel footpath network in 2018. Cllr Coy proposed that the grant was accepted . Cllr Hoyle seconded the proposal and it was resolved to accept the grant from Cornwall Council in the sum of £326.06.

38/18 Correspondence. (For information only)

-Parish of St Wenn have requested help and support to create a Neighbourhood plan. Cllrs Cubitt, Hoyle and Shearer have responded.

-St Wenn School Field. The St Wenn Community Fund have been asked to advise of developments regarding its tenure as necessary.

Police Notice: Sexting – making sure child awareness is heightened in respect of this illegal activity.

39/18 Advise dates of next meetings as being 4th April 2018, 2nd May 2018 & 6th June 2018.

These dates were confirmed and Cllr Coy gave his apologies, in advance, that he will not be able to attend 4th April 2018.

Cllr Shearer closed the meeting at 7.55 pm and thanked all those present for attending.
