DRAFT       WITHIEL PARISH COUNCIL

Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 1st August 2018 which opened at 7:15 pm with Cllr Shearer welcoming all in attendance.

WPC Councillors present: Cllr Shearer (Chair), Cllr Coy, Cllr Hoyle, Cllr Harper, & Cllr Malone.

Also present: Parish Clerk (Mr Robin Turner) & two members of the public.

102/18 Apologies for absence: Cllr Cubitt, Cllr Nott-Bower & Cornwall Cllr Chris Batters.

103/18 Members Declaration of Interest and any requests for dispensations:

No declarations were made.

104/18 Invitation to members of the public to address the meeting:

No members of the public addressed the meeting.

105/18 To approve the minutes of the council meeting held on 4th July 2018.

Cllr Malone proposed to approve the minutes of the council meeting of 4th July 2018, seconded by Cllr Hoyle. It was resolved to approve the minutes of the council meeting of 4th July 2018. Cllr Shearer signed the minutes.

106/18 To consider matters arising from minutes of 4th July 2018 which are not agenda items below.

There were no matters arising.

107/18 Finance matters.

-Accounts payable .

Phoenix Print £688.40 Neighbourhood Development Plan (NDP) printing and envelopes for delivery. Chq no. 100610.

-Responsible Finance Officer’s report-Including a summary of cash reserves.

-£311.60 remains from the NDP grant and will be retained at present, in case of need, to cover any sundry delivery expenses. any unused funds must be returned to Groundwork UK under the terms of the grant scheme.

-Annual accounts. The public rights to examine the accounts has now expired and we await the results of the external audit which will be published.

108/18 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.

There were no applications which had not already been commented upon.

109/18 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

There were no decisions to report that have not already been reported.

110/18 Neighbourhood Development Plan.

Cllr Cubitt reported that members of the council have now delivered copies of the plan to the majority of households within the parish.

111/18 General Data Protection Regulations.

Cllr Coy proposed that a draft General Privacy Notice and a draft Staff & Councillor Privacy Notice that had been circulated to the members become adopted policy documents. Cllr Malone seconded the proposal and it was resolved that the notices become adopted policy documents. The clerk confirmed that they would be circulated to members and published in due course.

112/18 Correspondence (For information only)

-Ruthern Bridge closure 6th – 15th August 2018, 24 hours.

-Notice of intention to close road from Ruthern Bridge to Pooleys Hill 24th – 25th September 2018.

-Code of Conduct training: invitation to council members to enrol for either 10th August 2018 at Wadebridge or 20th September 2018 at St Austell.

113/18 Highways Improvement Scheme Grant Application.

Cllr Shearer advised that a £50k grant fund was available to be shared between the Bodmin network parishes. After discussion Cllr Coy proposed a scheme for application, being a traffic light system for Whitehay Hill. Cllr Hoyle seconded the proposal and it was resolved to make application to the fund which Cllr Coy agreed to progress as soon as possible.

114/18 Advise dates of next meetings as being 5th September 2018, 3rd October 2018 & 7th November 2018.

These dates were confirmed.

Cllr Shearer closed the meeting at 7.35 pm.
