Minutes of the meeting of Withiel Parish Council (WPC) held at the Village Hall on Wednesday 5th September 2018 which opened at 7:15 pm with Cllr Cubitt welcoming all in attendance.

WPC Councillors present: Cllr Cubitt (Chair), Cllr Coy, Cllr Hoyle, Cllr Harper, Cllr Nott-Bower & Cllr Malone.

Also present: Cornwall Cllr Chris Batters, Parish Clerk (Mr Robin Turner) & four members of the public.

115/18 Apologies for absence: Cllr Shearer.

116/18 Members Declaration of Interest and any requests for dispensations:

No declarations were made.

117/18 Invitation to members of the public to address the meeting:

Cllr Nott-Bower joined the meeting.

Cllr Batters reported with details of meetings and presentations he has attended regarding the proposed merger of Devon & Cornwall Constabulary with Dorset. The indications are that it’s the Home Office preference to complete the merger against the wishes and advice of many.

Cllr Harper advised that the metal spike in a verge at Inches crossroads has not been removed. Cllr Batters advised he will follow up once again with Cormac to get the job done.

Cllr Nott-Bower advised that the concrete ramp entrance to Great Brynn Farm had large pot holes on each corner that pose risks for damage to vehicles, if forced to pull in, and need effective filling and repair. Cllr Batters advised he will follow up once again with Cormac to get the job done.

118/18 To approve the minutes of the council meeting held on 1st August 2018.

The clerk advised members of three amendments to the draft minutes. Cllr Malone proposed to approve the minutes of the council meeting of 1st August 2018, seconded by Cllr Hoyle. It was resolved to approve the minutes of the council meeting of 1st August 2018. Cllr Cubitt signed the minutes.

119/18 To consider matters arising from minutes of 1st August 2018 which are not agenda items below.

Cllr Coy advised that the application for a traffic light system for Whitehay Hill (refer minute 113/18) was proving too challenging due to the underlying objective of the terms and conditions of the grant scheme. Cllr Batters suggested Cllr Coy contact Rachael Tatlow at Cormac for some help and support. Cllr Harper reminded the meeting that irrespective of traffic lights being installed, the growth of vegetation and trees currently prevented some agricultural vehicles using the hill. Despite reports being sent some time ago to Cornwall Council the issue remains outstanding. Cllr Batters promised to take action and look into with all the information to hand.

120/18 Finance matters.

-Accounts payable .

The clerk advised the following payments due:

1 – Robin Turner £575.84 – Clerks Salary, Chq no. 100611

2 – HMRC £134.20 – Clerks PAYE, Chq no. 100612

3- Groundwork UK £311.60 – Return of Neighbourhood Development Plan grant not spent, Chq no. 100613

The proposal to make these payments was omitted so they will carry forward to the next full council meeting.

-Responsible Finance Officer’s report.

-£311.60 remains from the NDP grant will now be returned to Groundwork UK under the terms of the grant scheme after the cheque is agreed.

-Annual Governance and Accounting Return has been received and acknowledged by the external auditors and we await the results of their review.

121/18 Planning: To consider and approve a consultee comment for the planning applications listed below and any others received prior to the evening of the meeting.

Application PA18/06986  Proposal Replacement & raising of roof with ring beam to strengthen walls,

including conversion of store to form additional accommodation, rear porch extension and general alterations.

After discussion Cllr Harper proposed the following consultee comment:

Cllr Malone seconded the proposed comment and it was resolved that the comment be submitted to the Planning and Sustainable Development Service.

122/18 Planning: To report planning decisions of the planning authority received prior to the evening of the meeting.

There were no decisions to report that have not already been reported.

123/18 General Data Protection Regulations.

The clerk reminded members of their obligation to observe the regulations and ensure that all third party personal data was removed from their paper and digital files that related to WPC business. Also, to ensure all incoming correspondence needing a reply is forwarded to the clerk to assist in formulating a reply that will be compliant with GDPR.

124/18 Cornwall Council Community Chest 2018

Cllr Coy suggested that an application for this grant could support the installation of hand driers in the village hall toilets and would hope a figure of £600 would be agreeable.

Cllr Batters left the meeting.

125/18 Annual Review of Governance Documents

The clerk confirmed that WPC governance documents had been reviewed and were up to date.

126/18 Correspondence (For information only)

1- Ruthern Bridge Closure Oder Road From Pooleys Hill To Ruthernbridge, Ruthern, Bodmin

Timing: 24th to 25th September 2018.

2 – Withiel Leaflet -Members asked to proof read the Withiel Tourism leaflet and report by 7th Sept 2018 latest.

3 – Bodmin Community Network – Report on proposed Healthcare hub in Bodmin.

127/18 Advise dates of next meetings as being 3rd October 2018, 7th November 2018 & 5th December 2018.

These dates were confirmed and Cllr Hoyle gave her apologies for being unable to attend on 5th December 2018.
